I almost want to say it is some sort of random graphics issue just like the stupid overpasses and their randomly up textures.

Then I noticed that sometimes it appears when it rains. Well I stopped using that months ago and it still happens. Originally it was said this only occurs using the HD texture DLC during conversations. Honestly I give up on trying to resolve or prevent this.
